· Caregiver does not have an appropriate support system needed to care for the child and does not appear to have the capacity or desire to develop one
· Inadequate concrete supports (financial, housing, etc) which cannot be remedied by social services intervention
· Caregiver is mentally or physically incapable of meeting the child's immediate and long term safety and well-being needs
· Caregiver is unable to protect the child from maltreatment
· Caregiver is unable to meet the child's long term permanency needs
· Caregiver has impairments such as drug or alcohol abuse, unresolved child welfare issues, and/or serious criminal history that preclude him/her from raising a child
