4.9 Determination to Open a Service Case
Once the risk factors/characteristics (maltreatment; child factors; caretaker factors; parenting factors; family functioning; and collateral information) are analyzed, the CPSW will review and discuss with the supervisor the viability of opening a family/child service case (to DCFS, POS or community referral) under the following conditions:
4.9.1 Mandatory case opening:
- Protective/Temporary custody
- Juvenile Court Orders
- Families "Indicated" for Failure to Thrive or Malnutrition
- Substance Exposed Infants
- Serious Physical Abuse where the Alleged Perpetrator is a Paramour
- Three or More Indicated Cases within a Two Year Period
- CERAP assessment that children are unsafe and in need of an on-going safety plan
- Voluntary Placement Agreements
- one or more of the above conditions are met and the decision is not to open the case, the supervisor is to provide detailed explanation on a CHILD ABUSE/NEGLECT INTERVIEW NOTES (CANTS 17-A) for final approval by the Child Protection Manager. The Child Protection Manager must document concurrence or disagreement on a CHILD ABUSE/NEGLECT INTERVIEW NOTES (CANTS 17-A) for the case file.
4.9.2 Circumstances suggest the case needs to be opened:
- Minimum parenting standards are not being met but the parents are capable of meeting these standards with intervention
- Family is facing challenges and needs that may have an effect upon risk and safety, including special problems such as domestic violence, substance abuse, mental illness, developmental disabilities and sex abuse
- Child's underlying conditions (physical, medical, cognitive, emotional, behavioral, etc) may have direct impact upon their risk and safety
- All of the services and resources needed by the family may not be available and accessible in the community
- Voluntary Services
